The development of the game was led by veteran Brian Reynolds, of Civilization II and Sid Meier's Alpha Centauri. Concepts taken from turn-based strategy games have been added into the game—including territories and attrition warfare. Rise of Nations features 18 civilizations, playable through 8 ages of world history.

• Hard Disk: 800 megabytes (MB) of free hard disk space.
• Video card: 16 MB with 3D Transform and Lighting capable.
• CD: 8X.
• Sound: Sound card, speakers, or headphones with multiplayer play.
• *56 Kilobytes per second (KBps) modem. Multiplayer servers require broadband to run a server.
• *Additionally, you must have an Internet Service provider (ISP) or a Local Area Network (LAN), if you want to play multi-player games.
